Basavaraj Shivalingappa Horatti, currently serving as the Chairman of the Karnataka Legislative Council, boasts a remarkable political journey marked by an enduring connection to the teaching community and an unprecedented tenure in the state legislature. Born in Alagundi, Bagalkot, North Karnataka, Horatti holds a B.A. and M.P.Ed. He has been elected as an MLC (Member of Legislative Council) a record eight consecutive times since 1980, making him the longest-serving member of the Karnataka Legislative Council.
Before his recent affiliation with the BJP, Horatti had a long-standing relationship with the Janata Dal (Secular) party. His extensive experience in governance includes serving as the Minister for Rural Development and Panchayat Raj in the coalition government from 2004 to 2006, and later as the Minister for Primary and Secondary Education in the H.D. Kumaraswamy government. He also held the portfolio of Information Technology and Small Savings.
Horatti's political career, spanning 45 years in the Legislative Council, is a testament to his resilience and dedication. Inspired by the speeches of leaders like Indira Gandhi and Ramakrishna Hegde, he entered public life through social work. He often credits teachers for his initial electoral victories, emphasizing his strong bond with the teaching community throughout his eight terms.
His parliamentary journey is chronicled in the recently published book, "Maligallugale Matanadutta" (When the Steps Speak). Beyond his legislative roles, Horatti has made significant contributions as the President of the Karnataka High School Teachers' Association, Vice President of the Karnataka State Sports Council, and as a member of the Karnataka University Senate and Syndicate. He has also chaired the Government Assurances Committee of the Legislative Council and served on various legislative committees, including the Education, Law, and Parliamentary Affairs Subject Committees.
Known for his precise articulation on political matters, Horatti is often referred to as a "thinker's forum" and is widely recognized as an exceptional leader in the teachers' constituency. Recent rumors regarding his potential resignation from his position, representing the Karnataka West Teachers' Constituency, had circulated, but he continues to hold the prestigious office.
