Bengaluru: A report submitted by the single-member committee headed by Justice H.N. Nagamohan Das regarding the reservation for Scheduled Castes (SC) in Karnataka has revealed that out of the 101 SC castes in the state, only 10 castes hold a disproportionate share of government jobs. Submitted to Chief Minister Siddaramaiah on August 4, 2025, the report emphasizes the need for internal reservation within the existing 17% SC quota to ensure equitable opportunities. The 1,766-page report, based on a 62-day statewide survey, covers 27.24 lakh SC families and 1.07 crore individuals. According to the report, the castes of Adi Dravida, Adi Karnataka, Banjara, Bhovi, Bambi, Chalavadi, Holeya, Korama, Madiga, and Samagara dominate government jobs across various departments. The number of employees from these castes are as follows: Holeya (34,206), Madiga (21,682), Adi Karnataka (20,092), Banjara (19,691), Bhovi (12,212), Bambi (8,864), Chalavadi (6,985), Adi Dravida (5,059), Korama (4,010), and Samagara (2,513). In contrast, 51 SC castes have minimal representation, with castes like Baira (57), Baigara (53), Madari (55), and Thoti (55) having fewer than 60 employees. Shockingly, 12 castes, including Chandala, Garoda, Kepmaris, and Kudumban, have no representation in government jobs. The report attributes the dominance of these 10 castes to their larger population, greater social awareness, and easier access to education. - Group 1 (Most Backward Castes): 1% reservation for castes with a population of around 5 lakh, identified as the most socially and economically backward.
- Group 2 (Left Castes, e.g., Madiga): 6% reservation.
- Group 3 (Right Castes, e.g., Holeya): 5% reservation.
- Group 4 (Touchable Castes, e.g., Banjara, Bhovi, Koracha, Korama): 4% reservation.
- Group 5 (Adi Karnataka, Adi Dravida, Adi Andhra): 1% reservation.
The report suggests ethnographic studies for caste identity clarity, standardized caste certificate nomenclature, and roster-based reservations. It also highlights educational backwardness, noting that none of the 54 SC castes have a PhD holder, and only 7.41% of SC literates are graduates. Following the Supreme Court’s ruling on August 1, 2024, allowing sub-classification of SC castes for internal reservation, the committee was formed in November 2024. The survey, conducted from May 5 to July 6, 2025, faced challenges in Bengaluru Urban due to migration, stigma, and reluctance to disclose caste identities, yet it included 1.07 crore SC individuals.
