Sandur (Sept 27): The Jan Sangram Parishat has submitted a memorandum to the Chairman of the State Environment Impact Assessment Authority (SEIAA) urging the prevention of felling 828 trees for the proposed residential complex by the National Mineral Development Corporation (NMDC) in Donimalai and demanding that environmental clearance (EC) not be granted for this environmentally harmful project.
In the letter submitted by Jan Sangram Parishat leaders T.M. Shivakumar and Shrishaila Aldalli, it is alleged that NMDC, a centrally-owned company, constructed 1,630 employee residences without obtaining a license from the Narasingapura Gram Panchayat. The memorandum further claims that the company has not paid taxes to the panchayat since 1970. Additionally, 332 existing residences were demolished in 2024 without obtaining permission from the Narasingapura Gram Panchayat or any competent authority. The township’s buildings were constructed without approval from the Vijayanagara Development Authority (VDA). It is alleged that NMDC failed to comply with the conditions of some layouts approved by VDA. Community buildings, including a community hall/kalyana mantapa, built on civic amenity (CA) land reserved for public use, are exclusively reserved for company staff, violating VDA regulations, according to the memorandum. The felling of thousands of trees for the residential complex is likely to have a detrimental impact on the environment.
Wastewater from the township is being stored near the agricultural lands of Bhujanganagar farmers without scientific treatment, causing foul odors and hindering farming activities. The proposed construction site is adjacent to a reserved forest, and the construction may disturb wildlife, the memorandum states. The Parishat has demanded that NMDC submit copies of licenses obtained from VDA or Narasingapura Gram Panchayat for the 1,630 houses constructed in violation of regulations, along with details of taxes paid to local authorities. Until these documents, including tax payment details to the Revenue Department and no-objection certificates from Narasingapura Gram Panchayat for the 1,630 residences, commercial, and office buildings, are submitted to SEIAA, the Parishat has urged that environmental clearance for NMDC’s residential complex not be granted.
