The ongoing Social and Educational Survey in Dharwad is facing significant challenges, with server issues, technical glitches, and widespread public confusion creating a major headache for enumerators and the public alike.
Just four days into the survey, which began on September 22nd, the data collection process has been severely hindered by a combination of technological failures and difficult interactions with residents. According to a report by Basavaraj Hiremath, enumerators are being met with unexpected demands and questions, such as, "Please get our loan waived" or "Arrange for our caste certificate."
Enumerators Struggle with Server Errors and Strange Demands -
The enumerators involved in the survey have been constantly troubled by technical obstacles. Compounding this, the unusual questions posed by family members during house visits have added to their frustration. A lack of awareness among both the enumerators and the public regarding the survey's actual purpose, combined with confusing questions and technical defects, has significantly slowed down the process.
Server issues have made data upload difficult. In many instances, the Unique Household ID (UHID) fails to appear, and the survey columns do not open when visiting homes. This technical snag has led to mounting frustration among the enumerators, who are then further bewildered by the public’s queries. Public Hesitation and Misunderstanding of Survey’s Role
During the survey, many residents have been reluctant to disclose their caste or sub-caste details, with some directly asking enumerators, "Why should we reveal our caste?"
Furthermore, for questions related to caste certificates that need to be uploaded, particularly for backward communities, some residents have made requests like, "You should arrange the certificate for us."
When asked about loans, many people declared that they were poor and in debt, immediately asking the enumerators, "Will you waive our loans?" Questions related to caste-based discrimination are also causing significant difficulty for the enumerators. They are struggling intensely to provide appropriate answers to these queries, highlighting a clear gap in public understanding of the survey's administrative role.
