Karnataka High Court Continues Stay on Rs. 200 Cinema Ticket Price Cap

Government's Stance: The government claims the rule was introduced in the public interest. A similar rule was enforced in 2017 under the Siddaramaiah government but was struck down by the High Court.

On September 12, 2025, the Karnataka government introduced the Karnataka Cinema (Regulation) (Amendment) Rules, 2025, capping cinema ticket prices at Rs. 200 (excluding GST). Background of the Stay: The court's order came in response to petitions filed by the Multiplex Association of India, film production companies like Hombale Films, and a shareholder of PVR Inox. They argued that the rule is arbitrary, violates the right to carry on trade (Article 19(1)(g)), and lacks authority under the Karnataka Cinema (Regulation) Act.

Record-Keeping Guidelines: Multiplexes must maintain comprehensive records of all ticket sales (including UPI and GST details), which should be available for audit.

Records must include the date and time of sale, booking method (online or counter), payment details (credit/debit card, UPI, net banking, or cash), collected amount, and GST components.

The stay provides some relief to exhibitors and producers, but uncertainties remain regarding the availability of affordable tickets for the public. The case is still pending, and the High Court may expedite the hearing. For now, pre-existing ticket prices will continue.
