As the Bihar Assembly elections draw near and political campaigning intensifies, the Election Commission of India (ECI) has issued a fresh set of advisories regarding the use of Artificial Intelligence (AI) in political advertisements.

The ECI's move aims to pre-empt the misuse of AI-generated photos, videos, and audio content in election campaigns that could lead to misinformation, disinformation, and the deliberate targeting of voters with deceptive content.

Key Directives for AI-Generated Content

The ECI has laid down strict rules to ensure transparency and accountability from all political parties and candidates using AI tools:

  • Mandatory Labeling: All political parties must clearly label AI-generated videos.

  • Visibility Requirements:

  • This label must be visible for the first 10 seconds of the video.

  • The label must occupy a minimum of 10% of the video screen area.

  • The label must be displayed in large characters and appear prominently at the top of the screen.

  • Takedown Mandate: If any AI content is found to be misleading or deceptive, it must be removed within 3 hours of being flagged.

Emphasis on Transparency and Accountability -

The ECI stressed the need for political parties and leaders to exhibit transparency and electoral responsibility. They are urged to exercise honesty when publishing and sharing sensitive messages to prevent the creation of a contaminated atmosphere in the democratic system and the electoral arena.

The Commission emphasized the seriousness of the issue, stating that any attempts to mislead or deceive voters will not be tolerated, as it poses a serious threat to the integrity of the electoral process.
