The Dharwad Bench of the Karnataka High Court has stayed a government order that prohibited RSS activities, which included conducting processions or meetings without permission on government premises and deemed gatherings of more than ten people as an “illegal assembly”.

The order appeared to target the activities of the Rashtriya Swayamsevak Sangh (RSS). In a hearing held today (October 28, 2025), Justice M. Nagaprasanna of the Single Judge Bench issued an interim stay. Background and Details of the Government Order
Government Order (October 18, 2025): The Home Department of the Karnataka Government revived a 2013 order, prohibiting private organisations from holding processions, meetings, or events on government premises (schools, colleges, and other public places) without permission. It directed district administrations to treat any gathering of more than ten people as an “illegal assembly” and take action under the Karnataka Land and Education Acts. The order has now been temporarily stayed, allowing private organisations, including the RSS, to conduct programmes on government premises. This represents a political setback for the government.
