Shivmogga - A massive corruption scandal has rocked the Shivamogga-Bhadravathi Urban Development Authority (SUDA), with allegations of a "60% commission" racket and the misappropriation of crores of rupees in public funds. Contractors have officially moved the Lokayukta, submitting documentary evidence of a scam involving 13 major development projects.
The ₹11-Crore 'Loot'
The crux of the complaint revolves around 13 specific civil work projects where the estimated cost was pegged at ₹40 crore. However, according to the whistleblowers, nearly ₹11 crore has been "looted" through a sophisticated web of over-billing and non-existent work.
The irregularities allegedly took place during the tenure of SUDA Chairman H.S. Sundaresh. The projects in question include park developments and the creation of various civic amenities across the city.
Key Allegations: Discrepancies in Quality and Data
The formal complaint lodged with the Lokayukta highlights a total disconnect between physical progress and official records:
Falsified Records: There is a stark contrast between the measurements in the official books and the actual dimensions of the parks and sites developed.
Substandard Quality: While full payments were allegedly processed, the physical quality of the materials used in civic facilities is far below tender specifications.
Mismatched Accounting: Discrepancies in accounting suggest that funds were diverted by inflating figures and creating fraudulent receipts. The Basic Structure Doctrine: Protector of Constitutional Integrity Hardcover – 4 April 2025
Officials Under the Scanner
Angry contractors have demanded immediate criminal action against the officials they claim facilitated this "60% commission" culture. The complaint names several high-ranking and technical staff members, including:
B.S. Nagesh
Nadaf V. Begum
Basarajappa
Vishwanath Muddajji
Veera Gangadhara Swamy
Dinesh
Demand for Lokayukta Probe
The contractors’ association has submitted a comprehensive dossier of documents to the Lokayukta, demanding a spot inspection of all 13 project sites. "This isn't just a minor error; it’s a systemic loot of taxpayer money. We have provided evidence of how the data was manipulated to favor a corrupt lobby," said a representative for the contractors.
As news of the complaint spread, political circles in Shivamogga have turned tense, with opposition leaders demanding the immediate resignation of the current administrative board to ensure a fair and transparent investigation.
