Bengaluru: Addressing the issue of Bagar Hukum applications in the Legislative Assembly on Monday, August 18, 2025, Minister Krishna Byre Gowda assured that neither the government nor officials have violated any laws. He urged members to bring any injustices faced by farmers to his attention, promising to resolve them. Responding to a question by MLA M.T. Key Points from Minister Krishna Byre Gowda’s Statement: Transparent Process: The minister emphasized that only eligible Bagar Hukum applications are presented before the committee, as per legal provisions. Ineligible applications are rejected at the initial stage. He stated, “The entire process is within the legal framework, and no laws have been violated. If any injustice has occurred to one or two farmers due to oversight, please bring it to my notice, and I will address it.”
Details on Ineligible Applications: The minister informed the Assembly about the types of ineligible applications received under Bagar Hukum:7,564 applications from individuals owning more than 5 acres of land.
33,632 applications from those encroaching on roads or plantations.
1,00,565 applications for forest land grants.
69,850 applications for land grants within city or municipal limits.
1,620 applications from individuals not residing in the same or neighboring taluks.
13,488 applications from non-agriculturists.
44,517 applications from those not in possession of the land.

Study on Poda Land: Regarding the allocation of poda (fallow) land, the minister noted that some of these lands were previously allocated for forest areas, government offices, crematoriums, or public purposes. He stressed the need for a detailed study before granting such lands to ensure they are allocated to active farmers. “If all applications are accepted without scrutiny, the issue could escalate significantly in the future. A study is currently underway, and a decision will be made after the Bagar Hukum process is complete,” he assured.
Gomala Land Issue: Addressing concerns about gomala (grazing) land grants, the minister refuted allegations that decisions were left to district authorities. “Since our government came to power, we have not violated any laws. We have not delegated decisions to district collectors. We are strictly following the law without altering a single word. If any law has been changed, let the members point it out, and we will rectify it,” he stated.
