The bench, led by the Chief Justice of India (CJI), directed both the Karnataka State Government and the State Election Commission (SEC) to ensure that the electoral process for the five new city corporations is finalized without further delay.

Key Deadlines Set by the Apex Court

The court outlined a clear timeline to prevent any procedural bottlenecks:

February 20, 2026: Final deadline for the State Government to complete the delimitation of wards and issue the final notification.

March 16, 2026: Deadline for the State Election Commission to publish the final voters' list.

May 26, 2026: Official commencement of the election process (following the conclusion of school board examinations).

June 30, 2026: Hard deadline for the completion of the entire election process.

Arguments in Court

Senior Advocate Abhishek Manu Singhvi and Advocate General Shashikiran Shetty, representing the Karnataka Government, informed the court that the reservation process for the wards is currently in its final stages. They assured the bench that the reservation list would be officially released by February 28.

The State Election Commission had initially requested time until late May to begin the polls, citing the engagement of staff and teachers in the upcoming SSLC and PU board examinations. Acknowledging this, the court permitted the process to trigger immediately after the exams but remained firm on the end-of-June completion date.

Historical Context

This ruling follows a long history of delays regarding Bengaluru’s civic polls. Previously, during the BJP administration, the Bruhat Bengaluru Mahanagara Palike (BBMP) elections were also a subject of intense legal scrutiny. The city has been without an elected local body for over five years, during which time the governance structure was overhauled from a single entity (BBMP) to the tiered GBA system comprising five distinct corporations.
