Marking a historic shift in India’s rural development policy, Union Minister for Consumer Affairs, Food and Public Distribution, and Renewable Energy, Pralhad Joshi, recently shared an analytical deep dive into the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission - Gramin (VB-G RAM JI).

Marking a historic shift in India’s rural development policy, Union Minister for Consumer Affairs, Food and Public Distribution, and Renewable Energy, Pralhad Joshi, recently shared an analytical deep dive into the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission - Gramin (VB-G RAM JI).

The new Act, which replaces the 20-year-old MGNREGA (2005), is being hailed as the backbone of the "Viksit Bharat 2047" vision, promising more workdays and a tech-driven cleanup of the rural labor sector.

The 125-Day Guarantee: More Than Just a Name Change

Minister Joshi emphasized that VB-G RAM JI is not merely a rebranding exercise but a fundamental statutory overhaul.

Increased Employment: The Act increases the guaranteed wage employment from 100 days to 125 days per rural household.

Ending the ‘Middleman Culture’

A central theme of the Minister’s analysis was the systemic removal of corruption. He noted that the previous MGNREGA framework had often fallen prey to middlemen and administrative leakages.

Digital Public Infrastructure: The new mission utilizes a high-tech ecosystem involving biometric authentication and Aadhaar-based payments to ensure wages reach the rightful worker without "leakage."

AI & Transparency: For the first time, AI-enabled analytics and real-time dashboards are being used to track the quality of assets created (roads, ponds, and check dams), moving away from the "build and forget" approach of the past.

Balancing Agriculture and Industry

Addressing concerns from the farming community, the Minister highlighted the "Agricultural Pause" provision.

60-Day Window: States can now notify a 60-day period during peak sowing and harvesting seasons when public works are paused. This ensures that farmers have access to adequate labor during critical times, preventing artificial wage inflation and labor shortages.

The Strategic Vision: Viksit Bharat @2047

"This is a move from a simple 'rights-based' demand model to a 'growth-oriented' mission," Minister Joshi explained. He stated that while MGNREGA often focused on temporary work, VB-G RAM JI focuses on creating productive, climate-resilient assets that will benefit villages for decades.

The Minister concluded by refuting opposition claims, stating that the Act provides a legal guarantee that cannot be snatched away. Instead, it empowers the Gram Panchayats to plan their own development through the Viksit Gram Panchayat Plans, integrating them with the national PM Gati Shakti framework.
