Thousands of Bengali migrant workers residing in Bengaluru are currently caught in a whirlwind of administrative pressure and political uncertainty. The Special Intensive Revision (SIR) of electoral rolls, initiated by the Election Commission of India (ECI) ahead of the 2026 West Bengal Assembly Elections, has led to a significant exodus from the city.

According to the Karnataka Bengali Kalyan Samiti, over 9,400 migrant workers have already left Bengaluru since January 14, 2026, after receiving formal notices to appear for physical verification in their home districts.

What is the 'SIR' Notice?

The Special Intensive Revision (SIR) is an extensive ground-level verification drive aimed at cleaning up electoral rolls. Unlike routine annual updates, this process involves:

Legacy Linkage: Voters are often required to link their names to records from the 2002 or 2005 electoral rolls.

Physical Presence: Notices issued since mid-January have mandated that many workers appear in person before their local Booth Level Officers (BLOs) in West Bengal, sometimes with just a 24 to 48-hour notice.

Risk of Deletion: Failure to appear for these hearings results in the voter’s name being marked as "unresolved" or deleted, which many fear could lead to questions regarding their citizenship status.

Impact on Bengaluru’s Workforce

The sudden departure of workers has caused a ripple effect across various sectors in the Silicon City:

Service Disruption: Industries such as construction, waste management, security services, and domestic help are facing acute labor shortages.

The SIR process has become a major political flashpoint. While the ECI maintains the drive is essential to remove "dead, duplicate, or shifted" voters, critics and regional parties in West Bengal have labeled it as a "politics of fear."

While some exemptions were recently announced for students and hospitalised individuals to participate via authorized family members, most blue-collar workers still feel compelled to travel to ensure their voting rights remain intact.
