With assembly elections looming in five major states, Finance Minister Nirmala Sitharaman’s Union Budget 2026-27 has strategically placed a massive bet on regional infrastructure. From "Rare Earth Corridors" to High-Speed Rail, the states of Tamil Nadu, Kerala, West Bengal, Assam, and Puducherry have emerged as the primary beneficiaries of this historic ₹53.47 Lakh Crore budget.
The Rare Earth Strategic Leap
In a bid to make India a global hub for critical minerals, the Centre has announced Dedicated Rare Earth Corridors.
Beneficiary States: Tamil Nadu, Kerala, Odisha, and Andhra Pradesh.
Impact: These corridors will focus on mining, processing, and manufacturing rare earth elements (like permanent magnets for EVs), reducing dependence on China and boosting local high-tech employment.
Connectivity & High-Speed Rail
Election-bound states received a major logistics upgrade to win over the urban and industrial vote:
Tamil Nadu: Two major High-Speed Rail corridors Hyderabad-Chennai and Chennai-Bengaluru were proposed to create a tighter economic cluster.
West Bengal: A new Dedicated Freight Corridor linking Dankuni (WB) to Surat (Gujarat) and a High-Speed Rail link from Varanasi to Siliguri were announced to revitalize the state’s industrial spine.

Healthcare & Social Welfare
Assam: In a major health push, the Budget proposed establishing NIMHANS 2 in Tezpur, aiming to become a regional apex institution for mental health and trauma care in the Northeast.
Kerala: Along with the Rare Earth Corridor, the state saw a boost in its tax share via the 16th Finance Commission (up to 2.38%) and a dedicated project for Turtle Beach Conservation to promote eco-tourism.
Agriculture & Coastal Economy
South India Focus: A specialized Coconut Promotion Scheme was launched to replace old trees with improved varieties, directly benefiting farmers in Tamil Nadu, Kerala, and Puducherry.
Blue Economy: Duty exemptions for fish caught in the high seas and a Coastal Cargo Promotion Scheme aim to double the share of inland waterways by 2047, impacting the coastal belts of all five poll-bound regions.
