The Catholic Bishops’ conference of India (CBCI) is the apex decision-making authority for Catholics in India, have formally reached out to UHM Amit Shah. The community is under escalating anxiety with Foreign Contribution regulatory Act Bill (FCRA), passed in March, 2026.

The CBCI noted a sharp spike in the suspension and cancellation of FCRA licenses for Christian-run NGOs, hospitals, and educational institutions. They claim that many cancellations are based on "technicalities" or "procedural delays" rather than actual financial misappropriation.

The Bill is targeting minority institutions and it has a disproportionate focus on Christian Organizations. The bishops highlighted that many critical healthcare and education sectors in the tribal and rural belts would be hampered, if they can no longer get foreign funds.

CBCI also commented on frequent surveys and raids conducted by Central Agencies, and has brought in the climate of intimidation and hinders the Church to carry out its mandates.

Grace period for the institutions to rectify the documents. It may be a minor clerical error which cannot become the reason to terminate the institution.

Formation of new body under Ministry of Home Affairs dedicated to handle appeals from minority led NGOs.  

The legitimate social work especially in Health and education should not be commingled with forced conversions. What’s the Greater Israel project or Eretz Yisrael Hashlemah...?

CBCI’s move follows a series of FCRA cancellations in the last two years.

The Church concludes with, FCRA is primarily trying to curb minorities.
